Source Shader Editor in Counter-Strike: Source Uses a simple edge detection/Sobel Kernel for X gradient, then Y. You'll see "Gaussian weighting" because I used the old nodes ... Just a test using normalized uv offsetting for proper refraction of the framebuffer. Simple but cool looking effect. It needs some work. I will explain the process later on. :P.
