Use the Wipefist power to grapple onto an attack helicopter, hijack it, and use it at your disposal. For this mission I recommend you have the longshot grab ability allowing you to hijack the helicopters. You will want to hijack all ... flying around in the town. Doing some training to controll it better :P.
